Elk Grove Mural Festival (Paint the Grove) (PLNG26-014)

The Elk Grove Mural Festival, also known as Paint the Grove (PLNG26-014), is a project managed by the City of Elk Grove Community Development Department. The initiative involves a Major Certificate of Appropriateness and Old Town Design Review to install temporary murals on ten existing commercial buildings within the Old Town Special Planning Area and Historic District. The scope includes eight properties along Elk Grove Boulevard, one at 9576 1st Avenue, and one at 9080 Locust Street. Notably, three of these properties are recognized as historic resources within the Elk Grove Register of Historic Resources. To ensure the preservation of these sites, the project mandates that all murals be temporary and reversible, allowing buildings to be painted over and returned to their original condition. Artists must use non-damaging paint that does not affect the defining character features of the structures. All work on historic resources must comply with the Secretary of the Interior's Standards for the Treatment of Historic Properties. The project has been granted a Notice of Exemption from further environmental review under the California Environmental Quality Act, as the installations will not alter physical structures or increase the density and intensity of existing land uses.
