NOTICE INTENT TO AWARD SOLE SOURCE AWARD THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under Federal Acquisition Regulation 13.106-1(b)(1)(i): the circumstances of the contract action deem only one source reasonably available. The Reference Number is F1M3B24119AC01. The 628th Contracting Squadron, 101 E. Hill Blvd., Joint Base Charleston, intents to award a sole source contract for Enterprise Land Mobile Radio (ELMR) trunking system maintenance at Joint Base Charleston - Air for four (4) months. The 628th Contracting Squadron intends to make an award to Motorola Solutions, Inc.,7031 Columbia Gateway Dr. FL 3, Columbia, MD, 21046-2583.Market research was performed and information gathered determined this company to be the only source for this requirement. This notice of intent to award is not a request for competitive proposals, however; responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Justification for the Sole Source Award is as follows: 1. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED Provide Enterprise Land Mobile Radio (ELMR) trunking system maintenance sustainment contract until the end of the fiscal year to include software upgrades of the ELMR trunking system JB CHS-Air Base: 4 dispatch stations, 10 GTR Stations and 5 MCC 7500s. 2. JUSTIFICATION FOR SOLICITING FROM A SINGLE SOURCE (A) On 8 Apr 14, the 628th Communications Squadron (CS) learned of the Navy's intent to complete software upgrade of Joint Base Charleston - Weapons Station by 1 Jun 14. In absence of a contract, the very short notice of this change without taking appropriate action would disconnect the First Responder and Maintenance communication between the Air Base and Weapons Station. The effects of not having a contract could possibly have grave impact to emergency response and maintenance operations. (B) Motorola software is proprietary. No other contractor has the rights or training to upgrade the JB CHS Motorola Trunking System. Additionally, no other contractor has the ability to monitor or respond to repair the Motorola Trunking System. Lastly, no other contractor is trained to service JB CHS Motorola dispatches. 3. EFFORTS TO OBTAIN COMPETITION Similar services have been secured via the NETCENTS program in the past, but NETCENTS vendors must subcontract the effort out entirely to Motorola. Until the trunking system allows open source or multi-vendor produced software, it will likely remain a limited competitive environment. The Government will continue to survey the market for other alternatives and to increase competition. 4. STEPS TO PRECLUDE FUTURE SINGLE SOURCE AWARDS The Government will continue to survey the market to find competitive sources for this service. To date, no alternate software provider has been found to compete with Motorola's proprietary software on the Motorola ELMR Trunking System. 5. CONTRACTING OFFICER'S DETERMINATION I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available. //SIGNED// ALEX E.
