Sole Source Teledyne Acoustic Doppler Current Profilers Repair ServicesNOAA’s Pacific Marine Environmental Laboratory plans to proceed with a sole-source contract under FAR 6.103-1 to Teledyne RD Instruments in Poway, California, for the repair of Workhorse 300 kHz Acoustic Doppler Current Profilers. The decision is based on the fact that Teledyne is the original equipment manufacturer and holds exclusive access to proprietary hardware, firmware, calibration standards, and authorized repair procedures necessary to restore the instruments to full operational performance. Repairs include replacement of proprietary electronic boards, firmware updates, calibration, diagnostic testing, and performance restoration, all of which are critical to maintaining the integrity of long-term oceanographic data collected from NOAA moorings. No alternative vendors can provide equivalent service due to the lack of access to OEM components and procedures, and failure to use authorized repairs risks compromising data accuracy, instrument reliability, and mission success. The period of performance extends through August 30, 2026. This is a presolicitation notice, not a competitive request, and firms may submit written documentation within 15 days of publication to challenge the sole-source determination, though oral communications are not accepted and any decision to open competition remains at the government’s sole discretion. The point of contact for submissions is Weiming Tan, and the deadline for responses is July 13, 2026.

Compliance with federal statutes on procurement integrity, labor standards, and anti-kickback provisions is mandatory, and failure to meet performance or conduct standards may result in termination, suspension, or debarment. All contractors must maintain an active SAM registration, though certain outdated representations requested by SAM will not be considered in award decisions under NOAA’s deviation. Title to materials passes to the government upon acceptance, and the contractor provides an implied warranty that all services meet merchantable and fit-for-use standards.
