SUBJECT: MAINTENANCE, REPAIR, AND UPGRADE OF THE ENERGY MANAGEMENT AND CONTROL SYSTEM (EMCS) AT PETERSON AIR FORCE BASE (AFB) This is a combined Sources Sought Notice and Synopsis in accordance with (IAW) FAR Sections 5.2 and FAR 10.002(b)(2) REQUEST FOR INFORMATION/SOURCES SOUGHT NOTICE: THIS IS A SOURCES SOUGHT NOTICE for the 21st Contracting Squadron (21 CONS) at Peterson Air Force Base (PAFB) seeking the interest of potential and eligible contractors to provide all management, tools, supplies, equipment and labor necessary to ensure that maintenance and software upgrades are performed on the Johnson Controls Metasys Facility Management System hardware, software, firmware and Supervisory Controllers located at Peterson AFB, CO in a manner that complies with commercial standards and practices for this type of equipment. The contractor shall perform to the standards in the contract as well as all local, state, and federal regulations. See attached draft Performance Work Statement (PWS). This notice neither constitutes an Invitation for Bid/Request for Proposal (RFP), nor does it restrict the 21 CONS to an ultimate acquisition approach. No reimbursement will be made for any costs associated with providing information in response to this announcement. Any information submitted by respondents to this notice is strictly voluntary. This Request for Information/Sources Sought is in support of market research being conducted by the 21st Contracting Squadron, Peterson AFB, CO. Previously, this requirement has been awarded as a sole-source contract and the Government is requesting information to discover technically capable and qualified sources to perform EMCS maintenance, repair, and upgrades. The 21st Contracting Squadron seeks potential business sources under NAICS 541513, Computer Facilities Management Services (size standard of $27.5M) to perform maintenance, repair and, software upgrades to EMCS at Peterson AFB. This is a Johnson Controls Metasys Facility Management control system. The incumbent for this requirement is currently Johnson Controls, Inc. The Government intends to award a sole-source task order to Johnson Controls, Inc. under GSA contract GS-06F-0060P for EMCS maintenance, repair, and upgrades at Peterson Air Force Base (PAFB), CO for one (1) base year and four (4) option years (1 Oct 2015 to 30 Sep 2020) with a possibility of a six (6) month extension of services IAW FAR 52.217-8.
