Combined Synopsis/Solicitation



This is a combined synopsis/solicitation for commercial supplies and services prepared in accordance this is a notice of intent to award a Sole Source contract in accordance with Revolutionary Federal Acquisition Regulations Overhaul (RFO) 12.102(a).  This announcement constitutes the only solicitation; a written solicitation and attachments are included. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on SAM.GOV. Quoters shall follow the method of quote submission set forth in the solicitation. Contracting Officers may solicit from one source if it's determined only one source is reasonably available to satisfy agency requirements, as supplemented with additional information in this notice. 



The Contracting Department, NAVSUP Fleet Logistics Center (FLC) Norfolk, VA intends to solicit on a sole source basis – on behalf of the Naval Oceanographic Office (NAVOCEANO) – to Stratasys, Inc. for the maintenance and repair service plan for a government-owned Stratasys 450mc 3D-printer. This acquisition is being conducted under the authority of permitting other than full and open competition in accordance with the Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 12.102 and in accordance with 41 U.S.C. 1901. The resultant purchase order will be issued on a firm-fixed-price (FFP) basis and contain the following period of performance:



  • 16 October 2026 – 15 October 2029

The sole source justification is as follows:


The requirement is for maintenance and repair service plan for a government-owned Stratasys 450mc 3D-printer. This service plan includes full-coverage preventative maintenance and as-needed repair of this machine. This level of service is provided exclusively by the manufacturer under the name “Emerald Care”. The 450mc is a currently supported Stratasys product who is the Original Equipment Manufacturer (OEM). Service for their 450mc Fortus 3D Printer is available only directly through Stratasys, Inc. as they hold the proprietary intellectual property rights for the hardware and software and are the sole approved provider capable of servicing this specific machine without compromising the warranty or delivery. While Stratasys does utilize resellers, maintenance and support are only offered through Stratasys. In addition, Stratasys provides on-site maintenance and repair services to its customers exclusively through its specially trained field service technicians.



This acquisition is being processed pursuant to FAR Part 6.103-1(b), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Stratasys is considered the only source able to successfully perform the requirement. All other responsible sources may submit concise documentation for consideration regarding their ability to provide the required support, as well as financial and technical information. However, this notice of intent is not a request for competitive quotes. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government. Furthermore, no award will be made on the basis of information received in response to this notice and the Navy will not pay for any information provided. Information received will normally be considered solely for the purpose of determining whether or not competitive procurement is a possibility. Such information, if submitted, should be forwarded to the email address below and reference RFQ N0018927QL001.



The RFQ number is N0018927QL001. This solicitation documents and incorporates provisions and clauses in effect through FAC 20256-01 and DFARS Publication Notice 20251110.
