The US Coast Guard Office of Procurement and Contracting Miami Detachment, acting for the Sector Aids to Navigation Team St. Petersburg, is issuing an urgent sole source firm-fixed price award for the emergency removal of steel wreckage at Horseshoe Beach, Florida. Under solicitation 70Z02824C0000005, the selected contractor must provide a certified dive crew, boat, and necessary underwater burning equipment to cut, remove, and dispose of eight steel pile wreckage markers. This operation is classified as critical to ensure the safe navigation of boaters and to eliminate existing hazards within the Horseshoe Beach Channel. This project is designated as a total small business set-aside under NAICS code 561990. The contractor is responsible for all labor, supervision, and materials, while maintaining strict adherence to environmental protections mandated by NOAA and the Florida Fish and Wildlife Conservation Commission regarding manatees and other protected species. Due to the urgent nature of the mission, the government has determined that a non-competitive award is necessary to avoid cost or time prohibitions that would hinder the immediate removal of the wreckage.
