The City of Sugar Land, Texas, is soliciting proposals under solicitation number 2025-RFP-004 for emergency debris removal services to address catastrophic circumstances and eliminate immediate threats to life, public health, and safety. The scope of work includes the clearance, demolition, reduction, removal, and disposal of disaster debris, as well as the provision of disaster recovery technical program management assistance to city officials. Services will be performed on an as-needed basis upon receipt of a Notice to Proceed. A critical requirement for the selected contractor is a comprehensive understanding of the documentation and regulations required by FEMA, FHWA, and other state or federal agencies to ensure efficient and accurate cost recovery and reimbursement. The procurement process is governed by the City of Sugar Land's standard contract for general services valued at one million dollars or more, which details billing, liability, indemnity, and dispute resolution. Because the project involves state and federal grant funds, contractors must adhere to strict compliance standards, including 2 CFR 200 and Texas Government Code Chapter 783. These additional provisions mandate rigorous reporting requirements, such as quarterly project reports for large-scale efforts, and strict adherence to uniform administrative requirements to ensure eligibility for funding. Proposals are due by March 13, 2025.
