Emergency Permit for Management of Hazardous Waste, University of Southern California, Los Angeles, California

The California Department of Toxic Substances Control has issued an Emergency Permit to the University of Southern California for the chemical stabilization of hazardous waste located at 1540 Alcazar Street in Los Angeles. This action is a safety precaution to prevent potential fire or explosion by treating three 100-gram containers of Picric Acid through a controlled reaction with chemical solutions. The goal is to reduce the reactive or ignitable characteristics of the material before it is transported by Clean Harbors Environmental Services to an authorized hazardous waste treatment, storage, and disposal facility. The permit is effective from August 21, 2025, to October 20, 2025, and is exempt under California Public Resources Code Sec. 21080(b)(4). All treatment activities must occur within a designated exclusion zone restricted exclusively to Clean Harbors technicians and must comply with California Code of Regulations Title 22, Division 4.5, Chapter 20, Sec. 66270.61. Within 10 business days of the permit's expiration, USC must submit a final report signed per Title 22, CCR Sec. 66270.11(d), certifying that all generated waste has been properly managed and the treatment area is clear of residual hazardous waste.
