The California Department of Toxic Substances Control (DTSC), pursuant to authority granted under California Code of Regulations (CCR), Title 22, Division 4.5, Chapter 20, Sec. 66270.61, has issued an Emergency Permit to World Oil Environmental Services (EPA ID# CAD028277036) to allow for storage of a Toxic Substance Control Act (TSCA) waste greater than ten (10) days. Specifically, Truck #1111 containing 1,380 gallons of used oil and 680 gallons of used antifreeze that is contaminated with polychlorinated biphenyl (PCB) will be stored at the Facility until an authorized facility can accept it. The contaminated used oil and used antifreeze is currently stored at 1300 Santa Fe Avenue, Compton, California 90221. Background: The generator’s samples of Truck #1014 resulted in a polychlorinated biphenyl (PCB) concentration of 4.7 parts per million (ppm). When Truck #1014 was in receiving at World Oil Environmental Services, the PCB concentration was found to have a concentration greater than 5 ppm. This classified the oily water as a TSCA hazardous waste. World Oil Environmental Services does not have a permit to manage the TSCA hazardous waste and is waiting to schedule an appointment with the Clean Harbors Aragonite Facility to deliver the truck. Project Activities: The contaminated oily water will be stored in a manner that is protective of the environment by implementing the following controls: • The truck must remain parked within the secondary containment system under tarps until the truck is transported to an authorized facility. • To prevent risk to the public, public access is restricted during storage of the truck. • Movement and storage of the truck will be in accordance with established standards. • The truck will be transported to an authorized facility where the TSCA hazardous waste will be offloaded, the truck will be decontaminated, and waste generated during decontamination will be managed by an authorized facility. Within 10 business days of the expiration of this permit, World Oil Environmental Services will submit a final report, signed in accordance with Title 22, CCR Sec. 66270.11(d). The report shall include certification that the treatment area has been cleared of all residual hazardous waste generated from this emergency treatment and all generated waste has been properly managed. The Emergency Permit is effective beginning Marcy 27, 2026, and shall expire on June 25, 2026.

Tucson Regional Hazardous Waste Removal and Disposal
Solicitation # SP450026R0011
The U.S. Department of Defense, through DLA Disposition Services, is seeking qualified small businesses—specifically 8(a), HUBZone, woman-owned, and service-disabled veteran-owned small businesses—to perform hazardous waste removal and disposal services in and around Tucson, Arizona. The scope of work encompasses the full lifecycle management of a wide range of regulated and hazardous materials, including RCRA and non-RCRA hazardous wastes, batteries, corrosive and flammable substances, compressed gas cylinders, polychlorinated biphenyls (PCBs), AFFF and other PFAS-related wastes, reactive and toxic materials, and demilitarization-required items. Services include waste collection, storage, transportation, sampling and analysis, lab packing, industrial cleaning, rolloff and vacuum box rentals, FRAC tank rentals, and expedited removals, all performed in strict compliance with local, state, Department of Defense, and federal regulations under EPA/RCRA, OSHA, and DOT standards. Packaging, labeling, manifesting, and placarding must meet exacting requirements, with strict prohibitions on improvised placards and specific protocols for handling reactive metals, lithium batteries, and incendiary items. The contract is structured as a Firm-Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) award with a 30-month base period and a potential 30-month option period. A critical and unique requirement is the application of FAR 52.219-14 Limitations on Subcontracting, modified by Class Deviation 2021-O0008, which restricts the contractor from paying more than 50% of the contract value to non-similarly situated subcontractors. Given that nearly all Treatment, Storage, and Disposal Facilities (TSDFs) in the industry are large businesses and disposal costs represent a major portion of contract expenditures, small businesses must demonstrate a viable path to compliance with this rule. Respondents are required to submit a three-page capabilities package including company information, CAGE code, small business status, relevant experience with contracts or subcontracting roles, a detailed explanation of how they will meet the 50% limitation despite industry constraints, and a list of all TSDFs proposed for use with a designation of whether each is similarly situated. All submissions must be received by July 2, 2026, at 3:00 p.m. EST, and failure to meet these requirements will result in rejection. Responses will inform the
