Emergency Power and Switchgear

This is a market research initiative under FAR Part 10 for the Emergency Power and Switchgear Automation Controls Repair Project at Offutt Air Force Base, Nebraska, led by the 55th Wing. The government seeks capability packages from businesses capable of performing comprehensive automation upgrades to emergency power systems, including programming and upgrading Master Programmable Logic Controllers (PLCs), Human Machine Interface (HMI) reconfiguration, installation of associated hardware, development of operational documentation, and on-site commissioning—all to be completed within 213 business days after award under a firm-fixed-price contract. Responses must be submitted electronically as a single unclassified capability package not exceeding ten pages, formatted in 10-point Times New Roman with one-inch margins, and must include company details such as CAGE code, DUNS/Unique Entity ID, SAM registration status, business size designation, and facility security clearance level if applicable. All submissions are strictly voluntary and do not constitute a commitment or solicitation. The project involves handling Controlled Unclassified Information, requiring contractors to comply with DODI 8582.01 and DODM 5200.1 for data sanitization and handling, with prohibited references to sensitive missions, facilities, or equipment—only building or room numbers may be used in submissions. The technical scope includes delivering a fully functional system with zero defects, alongside a Sequence of Operations, Failure Modes and Effects Analysis report, system restoration package, training materials, and instructional videos—all transferring full ownership to the government. Evaluation will prioritize technical feasibility of outage methodologies, emergency rollback effectiveness, outage coordination experience, past performance on mission-critical systems, comprehensiveness of technical capability, suitability of proposed key personnel including a designated project manager and alternate, and quality of deliverables. Organizational conflict of interest mitigation, secure access control protocols, mandatory non-disclosure agreements for all personnel, and strict limitations on subcontracting for small business contractors are required. The contracting office is located at Offutt AFB, Nebraska, with submissions directed exclusively via email to two designated points of contact, and no physical or hard copy submissions are permitted.
