Emergency Water Systems Repair Services

The City of El Segundo is soliciting proposals for an on-call, as-needed contract for emergency and scheduled water system repairs. The scope of work includes the repair of water main leaks, replacement of water service laterals and meters, and the repair or replacement of fire hydrants and water valves. The selected contractor is responsible for providing all labor, tools, equipment, and materials, including excavation, backfill, compaction, and final street paving. Additionally, the contractor may be required to provide a backhoe with an operator or laborers to assist City crews. The contract is structured on a time-and-materials basis with an initial five-year term and a one-time five-year extension option. Contractors must hold a valid California A classification license and obtain a City of El Segundo business license within five business days of the award. At least 50 percent of the work must be performed directly by the prime vendor. Key requirements include a four-hour response time for notifications, adherence to OSHA and California Labor Code prevailing wage standards, and the provision of 100 percent performance and payment bonds. Insurance requirements include $2,000,000 in Commercial General Liability and $1,000,000 in Business Automobile Liability. Proposals are evaluated based on a best-value trade-off approach, with weights assigned to vendor expertise (40 percent), quality of proposed services (20 percent), alignment with City needs (20 percent), and cost (20 percent). Final proposals are due by July 8, 2026, at 11:00 a.m. PST, and must be submitted as three paper copies to the Office of the City Clerk and one electronic copy via email.
