The scope of the Employment and Training Administration (ETA) Audit Remediation and Financial Management Support Services project encompasses a comprehensive set of financial, analytical, operational, and audit‑readiness activities designed to strengthen ETA’s estimation, reporting, compliance, and risk‑management functions across Unemployment Insurance (UI) and grant programs, with a primary focus on remediating the Department’s audit related material weakness. The Contractor will develop and maintain defensible estimation models; implement and document robust internal controls; conduct state outreach and improve data‑quality processes; execute standardized reconciliations and variance management; support financial audits and methodological enhancements; prepare and validate journal vouchers; operationalize guidance; modernize and automate grant accruals and analytics; advance ERM governance and reporting; and provide end‑to‑end accounting and budget formulation/execution support. These integrated activities collectively ensure improved financial accuracy, transparency, compliance, and operational efficiency while establishing the control environment and documentation necessary for sustained audit readiness.
