Full Description

The proposed work under Encroachment Permit No. 11-26-N-MC-0409 is a component of the Red Beach Operations Access Points Project (P-159) on Marine Corps Base Camp Pendleton. The USMC, as federal lead agency, evaluated the project under NEPA through an April 2010 Environmental Assessment and Finding of No Significant Impact (EA- FONSI), an April 2012 Supplemental EA-FONSI, and a January 2018 Second Supplemental EA - FONSI. The current permit work consists of completing structural, roadway, pavement, barrier, and storm-drainage improvements included in the previously analyzed action. This work will be performed under Interstate 5, in San Diego County, at Post Mile R61.46 adjacent to the Las Flores Creek, in the United States Marine Corps (USMC) Camp Pendleton. The project's proposed action consists of constructing new and modifying existing transit and maneuver corridors. The transit and maneuver corridors are avenues or roads that facilitate the transit of troops and tactical vehicles between Red Beach and inland training areas at USMC Camp Pendleton. At Red Beach, a corridor measuring 15 feet high and 50 feet wide is required to allow tactical vehicles and equipment to access inland training sites.
