NOTICE OF INTENT TO SOLE SOURCE - The Defense Health Agency Contracting Activity (DHACA) Health Contracting Division – Northeast (HCD-NE) intends to Award a Firm Fixed Price, Federal Supply Schedule (FSS) Order, on a sole source basis to UTECH Products Inc. (DBA EndoSoft LLC), 135 Broadway, Schenectady, NY 12305 utilizing the authority of Revolutionary FAR Overhaul (RFO) Subpart 8.4 – Ordering under the Federal Supply Schedule and GSAR 538.7104-3(a) – Exceeding MPT, but not exceeding the SAT.  The ordering activity contracting officer must determine in writing that the circumstances of the acquisition deems only one source reasonably capable of providing the products, services, or solutions (e.g., urgency, exclusive licensing agreements, items particular to one manufacturer). This requirement is to provide licensing, installation and integration of EndoSoft Information Systems, supporting Endoscopy imaging operations for the General Surgery Department at the Keller Army Community Hospital (KACH) West Point, NY.  UTECH Products Inc. (DBA EndoSoft LLC) holds exclusive rights to the software, there are no authorized resellers, and it is the only software identified that provides full MHS GENESIS integration and a valid, secured Authorization to Operate which is required across Military Health Systems.
