The 14th Contracting Squadron at Columbus Air Force Base is planning to award a firm fixed price, sole source purchase order to Johnson Controls, Inc. for maintenance services of the Energy Management and Control Systems (EMCS) installed at the base. This contract will encompass all necessary supervision, personnel, equipment, tools, supplies, labor, and materials required to service the EMCS. The procurement will follow commercial item acquisition procedures under FAR 12 and Simplified Acquisition Procedures under FAR 13.5, with an exception to full and open competition justified under FAR 13.106-1(b) due to Johnson Controls being the original manufacturer and sole provider with proprietary rights to the METASYS software, making them the only capable source for needed maintenance updates. While this notice is not a solicitation for competitive quotes, interested contractors may submit information on their capabilities and qualifications by the specified deadline. Such submissions will be evaluated only to determine whether the procurement should be opened to competition, with the final decision resting solely with the Government. The contract will be performed at Columbus AFB, MS, under the NAICS code 561210, and the point of contact for this effort is SrA Eric Jorgensen from the 14th Contracting Squadron. Johnson Controls’ unique proprietary access to the EMCS software justifies the sole-source approach in this instance.
