The Hawaii State Procurement Office is issuing a solicitation to establish a pre-qualified vendor list of Energy Service Companies (ESCOs) capable of executing energy saving performance contracting projects for state and county agencies. This initiative is conducted under the authority of HAR 3-122 and HRS §103D-303, with the primary goal of identifying ESCOs that can participate in future secondary solicitations for energy efficiency projects. Pre-qualified ESCOs will be eligible to compete for Guaranteed Energy Savings (GES) contracts through subsequent solicitations, with the potential to enter into agreements with state or county agencies to implement energy conservation measures. The resulting vendor list will serve as a resource for agencies to procure ESCO services on an as-needed basis during the contract term, which is expected to range from a minimum of five million dollars to a maximum of fifty million dollars. The procurement process emphasizes transparency, with the possibility of re-soliciting for additional ESCOs after the first year if needed. The solicitation, titled "Energy Savings Performance Contracting" with the reference number P24003375, was posted on June 27, 2024, with a response deadline of August 15, 2024. The contract is managed by the Hawaii State Procurement Office, with Matthew Chow serving as the primary contact. The procurement aims to streamline future energy efficiency projects by establishing a qualified vendor pool, thereby facilitating timely and cost-effective implementation of energy-saving initiatives across government facilities. The process includes provisions for updates and clarifications through multiple addenda, ensuring transparency and clarity in the solicitation and selection procedures. The contract size is estimated to be between five million and fifty million dollars, reflecting the scope and scale of potential ESPC projects.

Full Description

The Hawaii State Procurement Office (SPO) is issuing this pursuant to Subchapter 6 of HAR 3-122, implementing HRS §103D-303 on competitive sealed proposals (Request for Proposals) for the purpose of creating a vendor list of pre-qualified Energy Service Companies (ESCO) which may be used to execute future “energy saving performance contracting (ESPC)” projects for State and County agencies. Pre-qualified ESCO under this RFP solicitation will be eligible to participate in a secondary solicitation process conducted by State or County agencies. A pre-qualified ESCO selected through the secondary solicitation process may ultimately enter into an agreement or contract with a State or County agency for an ESPC project with “guaranteed energy savings (GES)” or a “GES contract,” in accordance with State standardized contract templates. A pre-qualified ESCO awarded a GES contract to implement ESPC projects may be required to comply with annual State or county reporting requirements. An SPO vendor list contract of pre-qualified ESCO will be issued as a result of this RFP. State or County agencies may use the vendor list contract on an as needed basis during the term of the contract. Should the State determine that there is a need to solicit for additional pre-qualified ESCO, the State may re-solicit after the first year of the resulting vendor list contract.
