Energy Services Company (ESCO) - Request for Qualifications

Center School District 58 in Missouri has issued solicitation 2026-002, a qualifications-based Request for Qualifications (RFQ) to identify an experienced Energy Service Company (ESCO). The primary objective is to engage a firm to evaluate and potentially develop guaranteed energy savings performance contracting projects aimed at reducing utility consumption and operating expenditures while improving building performance and occupant comfort. The scope of work encompasses multiple facilities, including Center High School, Center Middle School, and various elementary and early learning centers, though Indian Creek Elementary School is expressly excluded. Authorized services may be executed in phases, ranging from the preliminary analysis of 24 to 36 months of utility data and the development of investment-grade audits to the implementation of energy conservation measures in HVAC, lighting, and building automation, followed by commissioning and measurement and verification. This procurement process is intended to shortlist qualified firms for further evaluation and potential negotiation and does not constitute a contract award or authorize paid services. While the District has approximately 4.8 million dollars allocated for HVAC improvements from a 2026 General Obligation Bond, these funds are not guaranteed for an ESCO project. Respondents must submit a statement of qualifications by November 13, 2026, including a 20-page narrative and five specific attachments covering firm profiles, project references, fee disclosures, sample verification reports, and conflict-of-interest disclosures. Evaluation will be based on the firm's technical approach, financial capacity, and experience with comparable K-12 projects. Selected firms must comply with Missouri statutes, prevailing wage requirements, and District policies regarding insurance, background checks, and site safety.
