AI Contract Overview
The contract involves procuring and installing a state-of-the-art, scalable Proton Exchange Membrane (PEM) fuel cell system at the National Renewable Energy Laboratory's Energy Systems Integration Facility in Golden, Colorado. The primary goal is to replace an existing 120 kW fuel cell with a modern, turn-key solution capable of delivering 200-250 kW, with the option to expand up to 500 kW in the future. The system must integrate seamlessly with existing hydrogen infrastructure, cooling, ventilation, and electrical support systems, providing reliable power to support diverse energy research projects, including potential combined heat and power applications. Technical specifications emphasize safety, certification (notably NRTL listing), durability, and operational flexibility, including features such as black start capability and microgrid support. The system's physical footprint is constrained to a maximum of approximately 15.5 feet by 40 feet, and it must operate efficiently within a temperature range of -30°C to 40°C, consuming up to 18 kg of hydrogen per hour over a design life of ten years. The procurement is structured as a firm fixed-price, Lowest Price Technically Acceptable (LPTA) solicitation, with offers due by December 2, 2025. Evaluation criteria focus on full technical compliance with mandatory safety, safety certification, electrical, thermal, hydrogen interface, physical, communication, and safety standards, with price as the primary differentiator among acceptable proposals. Offerors are required to register in SAM.gov and provide a Unique Entity Identifier (UEI). The contract emphasizes strict adherence to federal acquisition regulations, including clauses related to employment eligibility verification, small business representations, and export control compliance. Deliverables include detailed shop drawings, product data, factory acceptance testing, and post-installation validation, with inspections conducted either at the manufacturer’s site or at the installation location, ensuring safety and performance standards are met prior to final acceptance. The contract also mandates comprehensive documentation, including labeling, safety features, and compliance with applicable standards, to support ongoing research and development efforts in energy systems integration.

Full Description
The Energy Systems Integration Facility (ESIF) at the National Renewable Energy Laboratory (NREL) has previously supported a 120 kW fuel cell capability used for research projects. ESIF is seeking to replace and upgrade this fuel cell capability by purchasing a commercially available fuel cell generator solution. Fuel cell support systems (e.g., cooling system, hydrogen piping, ventilation, etc.) are already installed in the facility and are expected to be modified to support the new fuel cell system as needed. The fuel cell will utilize stored hydrogen produced at ESIF and will supply electrical power to the ESIF Research Electrical Distribution Bus. The fuel cell solution may optionally provide combined heat and power take-off provisions. The fuel cell system will be used in various research projects as an integrated capability. The project objective is to procure a turn-key Proton Exchange Membrane (PEM) fuel cell system that can be installed at ESIF and used to support energy integration research and development. The fuel cell system should preferably include a scalable or modular system to allow easy future expansion/increased power output.
