The U.S. Air Force Life Cycle Management Center is seeking proposals for Engine Water Wash (EWW) services under a Firm Fixed-Price, Indefinite-Delivery Indefinite-Quantity contract with a one-year base period and four one-year option periods, spanning a potential five-year performance period from 20 June 2026 to 19 June 2031. The requirement covers approximately 700 annual engine washes across 33 CONUS locations for five specific jet engine types: F108-CF-100/201 (KC-135R/T), F138-GE-100 (C-5M), TF33-P-103 (B-52H), TF33-P-100A (E-3B/G), and F139-PW-100 (KC-46A). Services involve mobile, direct-core, self-contained wash systems using heated, deionized water and detergent, with effluent contamination required to remain below 500 PPM total solids. The contract is issued under NAICS code 488190 as full and open competition with no set-aside, and all offerors must be registered in SAM.gov prior to award. Proposals must be submitted electronically to the designated contracting points of contact no later than 3 July 2026 at 1700 EDT, following strict formatting requirements including 12-point font, one-inch margins, and acceptable file types (.pdf, .docx, .xlsx). Offerors must also submit completed and signed SF-30s for the original solicitation and all amendments (0001 through 0005), and ensure their pricing includes all costs such as detergents, with all prices stated in whole U.S. dollars. Evaluation is based on a pass/fail Technical Capability factor, which is significantly more important than price, with five subfactors assessing schedule effectiveness, environmental plan, equipment procedures, subcontractor management and small business participation, and prior experience; failure on any subfactor renders a proposal unawardable. Price evaluation will permit tradeoffs against technical risk, and the award will be made to the offeror providing best value under simplified acquisition procedures. The contract is governed by specific clauses including deviations to FAR 52.212-1 and 52.212-2, and incorporates critical
