Transportation to Western Alaska Villages Blanket Purchase AgreementThe U.S. Coast Guard Sector Western Alaska is seeking to establish a single award, two-year Blanket Purchase Agreement (BPA) for transportation services to remote villages in Western Alaska under NAICS code 488190. This acquisition, conducted as a full and open competition with no small business set-aside, is issued as a combined synopsis/solicitation under FAR Part 12 and requires offerors to submit a two-part proposal: a technical capability section limited to ten pages and a separate firm-fixed-price list. The technical submission must demonstrate the ability to perform the services outlined in the Statement of Work, including supporting up to six personnel and 500 pounds of equipment per trip, maintaining a minimum of 95% mission availability, and operating under FAA Part 135 for aircraft and USCG Certificate of Inspection for watercraft. Offerors must provide proof of required licenses, certifications, and insurance. All assets must be equipped with dual GPS receivers, satellite-based tracking devices, appropriate survival kits, and aircraft must be ADS-B Out compliant. Key personnel, including pilots with at least 1,500 flight hours and IFR certification and boat captains with a valid USCG OUPV license or higher, must be pre-approved by the Contracting Officer’s Representative. The BPA will be awarded based on a best value determination where technical capability is more important than price, and offers must be submitted by July 17, 2026, at 1:00 p.m. Alaska time. Failure to comply with submission requirements, including inclusion of technical information in the price section or failure to provide required representations such as certifications under FAR 52.203-11, 52.204-7, 52.209-5, 52.209-11, and 52.240-90, will render an offer ineligible. The government will not conduct discussions prior to award, so offerors must submit their best terms upfront. The BPA will include firm-fixed hourly rates for aircraft, watercraft, and stand-by time, with other costs like fuel and incidental expenses to be negotiated on a per-call-order basis up to a not-to-exceed limit of $30,000. Performance will occur across remote Alaskan communities, with invoicing required through the Invoice Processing Platform, and all contracts subject to mandatory clauses regarding labor practices, cybersecurity, payment methods, whistleblower protections
