Engineering and Design Services - Julius Chambers Avenue Water Line Project

The Town of Mount Gilead is seeking qualified engineering firms to provide comprehensive services for a CDBG-I grant-funded water line rehabilitation project totaling $2,204,000, with construction required to be completed by June 30, 2028. The primary scope includes engineering, design, construction bidding, and construction administration for approximately 5,395 linear feet of water line replacement across Julius Chambers Avenue, North Pine Street, Williams Street, Lewis Street, and Emmaline Street, with potential expansion to an additional 2,515 linear feet on Julius Chambers Avenue and McAuley Church Road if funding and schedule permit. Services are divided into two phases: first, the preparation of an engineering report and environmental documentation due within 45 days of contract execution, followed by final design, bid package development, bid management, field inspection, payment certifications, and delivery of as-built drawings and an operations and maintenance manual. All work must comply with federal requirements including Buy America, Build America (BABA), the Davis-Bacon Act, and North Carolina Department of Environmental Quality guidelines. Proposals must be submitted as a single PDF not exceeding 15 pages in 11-point font, no larger than 8.5 x 11 inches, single-sided, and must include detailed information on firm qualifications, project experience, workload capacity, and socioeconomic status. The solicitation, issued on May 12, 2026 with a response deadline of June 5, 2026, is evaluated on a best-value trade-off basis using a 100-point scale prioritizing CDBG project experience, firm competency, ability to meet schedule and budget, current workload, prior work with the Town, and affirmative status as a small, disadvantaged, minority- or women-owned, or Section 3 business. Contract award is contingent upon the release of federal grant funds, and while costs will be negotiated after technical selection, no line-item pricing is included in the solicitation.
