Full Description

The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement to procure engineering and technical services in areas of experimentation and testing, modeling and simulation, code and algorithm, and instrumentation. It includes tasking to perform research, design, and analysis that enhance our understanding and the warfighter's ability to function in the marine atmospheric boundary layer. The period of performance will be from date of award through five (5) years thereafter. This is a sole source action to be awarded as a new cost plus fixed fee indefinite delivery indefinite quantity type contract to Leidos Holdings, Inc., which is located at 10260 Campus Point Drive, San Diego, CA 92121. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies and Services will Satisfy Agency Requirements. The sole source is based upon the unique and highly technical nature of the work to be performed and proprietary software. This notice of intent is not a request for proposals. However, all proposals received within 45 days after date of publication of synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
