The Los Angeles Department of Building and Safety (LADBS) is seeking experienced engineering research and analysis professionals to provide consulting services aimed at enhancing structural engineering processes within the city. The selected contractors will assist in streamlining regulatory programs, including seismic retrofitting and Adaptive Reuse initiatives, with a focus on Los Angeles Existing Building Code (LAEBC) 506.5.3. A key component of the project involves reviewing city policies and ordinances related to converting commercial buildings into residential units, with the goal of developing strategies and frameworks that facilitate affordable housing production while ensuring seismic safety standards are met. The project aims to identify opportunities to modify or relax existing seismic requirements to promote adaptive reuse, especially in underutilized commercial properties, without compromising public safety. The contract, titled "Engineering Consulting Services," is posted under solicitation number 217529, with a deadline for responses set for December 5, 2024. It is valued between $500,000 and $2,000,000 and involves providing expert analysis to support policy review, ordinance development, and implementation plans. Full Description

The Los Angeles Department of Building and Safety (LADBS) is seeking dedicated experts in the field of engineering research and analysis to expeditiously conduct studies related to structural engineering processes at LADBS. The consulting services provided by these industry experts will provide LADBS with solutions for streamlining various ordinance and programs, including but not limited to, seismic retrofitting and Adaptive Reuse, particularly in reference to Los Angeles Existing Building Code (LAEBC) 506.5.3. Additionally, the Contractor will review City of Los Angeles policies and ordinance(s) related to the conversion of commercial buildings to residential use (“Adaptive Reuse”) and related topics to develop strategies, frameworks, related ordinance changes, implementation plans, and other measures, to maximize affordable housing production opportunities within the City’s stock of underutilized commercial buildings while maintaining structural and seismic integrity. The current regulatory framework in the City, while intentioned to maximize public safety, may pose barriers to the attainable production of affordable housing due to concerns of seismic resilience within the City’s building infrastructure. The consultant’s research would review, among other considerations, the feasibility of establishing a less onerous, but still adequate, seismic safety requirement in the pursuit of Adaptive Reuse opportunities.
