Notice of Intended Procurement Name of Procuring Entity Toronto Metropolitan University (the “University”) Contact Person and Contract Person Coordinates Aris Medeiros, 1 Dundas St West, 16th Floor, Toronto, ON, M5B 2H1, 416-979-5000 ext. 554349 Procurement Documents The procurement documents are available at www.merx.com. Note that obtaining access to the procurement documents will require prospective suppliers to register and pay a registration fee. Pricing and Payment Terms are available on the MERX website. Description of Procurement This Request for Proposal (“RFP”) is an invitation to prospective Proponents to submit a Proposal indicating their organization’s capability and resources for engineering design and prime consulting services to replace or refurbish the main HVAC equipment located at the University’s Podium (POD) using the University sustainability initiative targets for renovation projects. Due to current available funds for this Project of two million, five hundred thousand dollars ($2,500,000) including design, construction, contingency, and escalations, the University has decided to complete the construction of the Project in three (3) phases with the entirety of the $2,500,000 dedicated to Phase 1. Although the University will only be proceeding with construction of Phase 1 of the project at this time, the Successful Proponent shall complete all pre-construction deliverables in accordance with Appendix I as part of Phase 1. The subsequent phases of the Project are contingent on (1) receipt of sufficient funding; (2) performance of the Successful Proponent as described in Appendix B; and (3) the future business needs of the University. The Deliverables are more fully described in Appendix B – Deliverables. The University intends to execute the Professional Services Agreement for Prime Consultant Services, attached as Appendix E. Address and Final Date for Submissions Submissions must be submitted electronically at https://tmu.bonfirehub.ca/opportunities/100875 on or before January 30, 2026, 11:00:00 AM The submissions will not be opened publicly. Conditions for Participation The procurement is subject to the following conditions for participation: Mandatory Submission Requirements File #1 Proposal Acknowledgement Form - Pass/Fail Minimum Passing Score The Minimum Passing Score for Stage 2: Technical is 42 Points out of 60 Points. Applicable Trade Agreements This procurement is subject to the following trade agreement(s): BPS Procurement Directive The Canadian Free Trade Agreement, Chapter Five Canada-European Union Comprehensive Economic and Trade Agreement (CETA) The Ontario-Quebec Trade and Cooperation Agreement, Chapter 9 Contract Details The term of the Final Agreement is four (4) years, or successful completion of the Project. At this time, the successful completion of the Project is anticipated to be on or before September 15, 2029.
