This is a synopsis of a proposed contract action for information purposes issued by the Air Force Space and Missile Systems Center/Advanced Systems and Development Directorate (SMC/AD) at Kirtland Air Force Base, New Mexico. The United States Air Force (USAF) intends to award a sole source bridge contract to Lockheed Martin Space Systems Company (LMSSC), Cage Code 3YXP0, 3201 Airpark Drive, Santa Maria, CA. The statutory authority for this action is contracting by Other Than Full and Open Competition, 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(B). This sole source contract will ensure continuance of essential Multi-Mission Satellite Operations Center (MMSOC) development and sustainment services for the time between when the current contract, Engineering, Development, and Sustainment 2006 (EDS06) ends, and the follow-on contract, Engineering, Development, Integration, and Sustainment (EDIS), is competed and awarded. The scope of this bridge effort is the same as the scope defined by the EDS06 contract. This sole-source action will result in a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract with Cost-Plus-Award-Fee task orders. It is anticipated that this sole source bridge contract will be Cost Reimbursable with an estimated value of $48M. The sole purpose of this contract is to ensure critical mission requirements in support of the future Enterprise Ground System (EGS) continue uninterrupted while the follow-on contract is competed. This synopsis is for planning purposes only and does not constitute a Request for Proposal (RFP) or a promise to issue a solicitation in the future. This synopsis does not restrict the Air Force with respect to the contemplated acquisition approach. Any persons or companies interested in this notice may identify their interest and technical capability and submit information for consideration by the agency. Responses shall be limited to fifteen (15) pages with 1-inch margins and 12-point Times New Roman font. All responses received within fifteen (15) days after the synopsis publication date will be considered by the Air Force. SMC/AD will not release to any firm, agency, or individual outside of Government, any information marked with a proprietary legend without obtaining written permission from the respondent. The Government will not pay for any information received in response to this synopsis, nor will the Government compensate a respondent for any cost incurred in developing the information provided to SMC/AD. The incumbent is the only contractor who currently can provide MMSOC support given the unique and highly specialized nature of the effort. At this time, there are no other contractors who are capable of providing these services without incurring an unacceptable delay to on-going operations. As stated above, competition is expected for the EDIS effort. The Government will post notices regarding that acquisition to FedBizOpps.
