Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Request for Proposal
Solicitation # 80JSC027R0004
The National Aeronautics and Space Administration Johnson Space Center is soliciting proposals under solicitation 80JSC027R0004 for the Commercial Low Earth Orbit Destination Contract. This effort seeks a Multi-Award Indefinite Delivery/Indefinite Quantity contract, utilizing a Firm-Fixed-Price structure, for the design, development, manufacture, launch, and operation of a Commercial LEO Destination System to succeed the International Space Station. The system comprises three primary components: the Crew Transportation System, the Commercial LEO Destination, and the Cargo Transportation System. Performance is measured across three capability categories ranging from one-month crew tended missions to six-month standard service missions. The contract includes a base ordering period from April 2027 through April 2035, with two subsequent option periods extending the potential performance through April 2042. Proposals are due by December 8, 2026, at 1:00 p.m. Central Time, with Volume III regarding past performance requested early on November 24, 2026. Award decisions will be based on best value, evaluating Mission Suitability, Price, and Past Performance, with Mission Suitability being the most significant technical factor. The scope of work involves rigorous certification and safety standards, including compliance with AS9100 and specific human space flight requirements. Key contractual obligations include the submission of an Organizational Conflicts of Interest plan, adherence to the Outer Space Treaty, and the procurement of specific property damage insurance for certain launch vehicle categories. All submissions must be delivered electronically via NASA's EFISS Box in Microsoft Office formats.

Full Description

This contract will be for the Engineering and Manufacturing Development (EMD) and Production and Deployment (P&D) phases of the Airborne Launch Control System Replacement (ALCS-R) program. The Government intends to utilize limited competition for the ALCS-R EMD/P&D contract. This acquisition follows a fully-competed Technology Maturation and Risk Reduction (TMRR) effort. ALCS-R is the ICBM survivable airborne launch capability. The Legacy ALCS for Minuteman III (MMIII) requires recapitalization. The ALCS-R will provide current and future ICBMs with a survivable airborne launch capability. The approved Acquisition Strategy dictates a full-and-open TMRR competition resulting in an award of up to two contracts. The strategy further dictates a down-select between the two TMRR contractors at Milestone B (MS/B). This strategy was communicated to industry in the solicitation for the TMRR contracts. In accordance with the approved Acquisition Strategy, the TMRR source selection utilized full-and-open competition and resulted in the award of two contracts. The TMRR effort requires demonstration of a competitive prototype and design efforts to reduce as much EMD risk as possible for the available budget. The Government intends to use risk reduction and the results of the prototype demonstrations as part of the source selection criteria for the down-select. As a result of the EMD/P&D source selection, one design will be selected and one contract will be awarded for the EMD and P&D phases. The Government anticipates that the current contractors (Lockheed Martin and Rockwell Collins) will be the only potential sources for this acquisition. For consideration as a new potential source, an interested party would have to prove they have met all TMRR requirements, to include providing and demonstrating a competitive prototype, without causing delay of schedule or duplication of costs to the Government.
