Engineering Peer Review Proposals

The Town of Spencer, Massachusetts, is soliciting proposals from qualified engineering firms to provide on-call peer review, construction monitoring, and design services for land use applications. The scope of work is divided into two primary areas: Planning Board reviews, which include the engineering review of special permits, site plans, and subdivision submissions, and Conservation Commission reviews, focusing on professional wetlands, hydrology, and engineering services to assess project impacts on wetland resource areas. The contract will be awarded based on a Qualification Based Selection process, evaluating the proposed schedule and methodology, the quality of the proposal, and the quality of reference checks. Selected firms must maintain general liability, environmental impairment, and automobile liability insurance with a minimum limit of 1,000,000 dollars, and must name the Town of Spencer as an additional insured. Compensation is structured on an hourly basis with monthly invoicing and a 30-day payment term. Proposals must be submitted by December 3, 2026, and must strictly follow a two-envelope system: a technical proposal and a separately sealed fee schedule. Any reference to fees within the technical proposal will result in the submission being deemed non-responsive.
