NASA's George C. Marshall Space Flight Center (MSFC) plans to issue a Draft Request for Proposal (DRFP) around mid-July 2016 for the Engineering Services and Science Capability Augmentation (ESSCA) contract, a follow-on to a previous contract awarded to Jacobs Technology. ESSCA is a performance-based, cost-reimbursement contract focused on providing engineering, scientific, and technical support in a wide range of disciplines including aero-science, avionics, flight software, optics, propulsion systems, structural and mechanical design, thermal and fluid analysis, materials research, and test design and operations. The solicitation is intended to engage engineers, scientists, and technicians to support NASA/MSFC's technical needs in Huntsville, Alabama. An Industry Day briefing and site tour were scheduled to facilitate industry input before the Final Request for Proposal (FRFP) release, estimated for mid-September 2016. The procurement falls under NAICS code 541712 for Research and Development in the Physical, Engineering, and Life Sciences, with a size standard of 1,250 employees, and is not focused on acquiring commercial items. All responsible sources are encouraged to submit proposals, with clear instructions emphasizing written communication for contractual and technical inquiries as outlined in the DRFP. Key points also include the applicability of NASA’s Ombudsman Clause to address concerns, and the responsibility placed on potential offerors to monitor official government contracting platforms for solicitation releases and amendments. The contracting officer and supervisory contract specialist are designated points of contact for this acquisition.
