Engineering Services – Emergency Generator Installation for Municipal Wells (3 Sites)

Murray City is soliciting Statements of Qualifications from engineering firms for professional services to design, bid, and provide construction support for emergency backup power systems at three municipal culinary water wells. The project is funded by a federal EPA Community Grant and is subject to strict federal requirements, including 2 CFR Part 200 Uniform Guidance, the Davis-Bacon Act for prevailing wages, and the Build America, Buy America Act. The scope of work encompasses preliminary engineering, load analysis, generator sizing, the preparation of plans and specifications, and construction administration to ensure system reliability and emergency preparedness. Qualified firms must submit their SOQs by September 7, 2026, via the Utah Public Procurement Place platform or by physical delivery. Requirements for the selected consultant include maintaining professional liability insurance of at least 2 million dollars and ensuring eligibility via SAM.gov. The project must adhere to Utah Division of Drinking Water standards and local zoning and noise ordinances while maintaining the operation of active water facilities throughout construction.
