The City of Philadelphia's Water Department is seeking proposals from qualified professional engineering firms to provide comprehensive design and construction phase engineering services for a significant infrastructure project. This project involves constructing a new transmission main through a tunnel, connecting the Belmont and Queen Lane Water Treatment Plants and finished water storage facilities located in West and Northwest Philadelphia. Additionally, the project includes replacing an existing finished water storage facility to enhance water delivery and storage capacity across the city. The Department emphasizes the need for firms capable of delivering all required services efficiently and with high professional standards, either directly or through collaboration with subconsultants. Applicants must demonstrate extensive experience in designing large-diameter tunnels, specifically those with an excavated diameter exceeding 8 feet, and shaft projects in ground conditions similar to the Schuylkill River Crossing Project. The Department expects to select a single firm based on their proven track record with similar projects, including at least three relevant projects where they served as the lead designer. The contract size ranges from five to fifteen million dollars, with a response deadline of August 26, 2025. This initiative aims to improve Philadelphia’s water infrastructure through specialized engineering expertise and proven project experience in tunnel and water storage facility construction.
