AI Contract Overview

The contract involves providing comprehensive engineering services to address flood mitigation and streambank stabilization along a downstream segment of Stewarts Creek near the West Fork San Jacinto River in Montgomery County, Texas. The primary goal is to develop and implement erosion control measures over approximately 1,000 linear feet of the creek to prevent ongoing erosion, safeguard nearby infrastructure and properties, and enhance the long-term stability of the stream channel. The scope includes conducting detailed geomorphic, hydrologic, and hydraulic analyses, evaluating up to three concept-level alternatives that incorporate both structural and nature-based solutions, and assisting the County in selecting a preferred option for further design. The selected consultant will then carry out data collection, detailed design, permitting, bidding, and construction oversight for the approved erosion control solution. The procurement process is governed by a Request for Qualifications (RFQ) issued by Montgomery County, with multiple addenda clarifying requirements, scope modifications, and submission procedures. The RFQ emphasizes compliance with local and state regulations, including DBE certification and certification submissions, and sets a bid deadline of November 12, 2025. The County aims to select a qualified vendor capable of providing end-to-end engineering support for this critical flood mitigation project, which is part of a broader effort to improve watershed resilience and protect community assets from flood-related hazards. The contract’s successful execution will involve detailed technical analyses, innovative stabilization techniques, and adherence to regulatory and permitting standards to ensure sustainable and effective flood mitigation solutions.
