Engineering Services for Secondary Poer Systems and APUs

Solicitation Number: Notice Type: FA8251-16-ENGSPS Sources Sought Synopsis: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541330 which has a corresponding Size standard of $38.5M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: The Government is preparing to issue an engineering services contract for Secondary Power Systems and Auxiliary Power Units. These services will include part redesigns, investigation support, engineering inquiries, and general engineering services in support of operations and maintenance. It will include the following weapon systems: F-15, F-16, B-1B, B-2, T-38, C-5, E-3, A-10, C-130, Start Carts and other potential platforms including other defense agencies. The existing SPS and/or start cart designs are proprietary to Honeywell. They have many different requirements based upon the associated weapon system. There is a certain amount of proprietary data involved with mating parts that may have to be obtained by the contractor depending upon the support required. The work required for this contract should be by a qualified source which has experience in manufacturing, testing, and design secondary power systems and auxiliary power units. The design of this hardware is very complex and the highest engineering standards will be sought. Further details of the performance requirements will be addressed in a Statement of Objectives. 3.
