Engineering Services in Support of the AN/USM-670 Joint Service Electronic Combat System Tester (JSECST)

This is a Pre-Solicitation Notice. The Electronic Warfare/Avionics Division of the Air Force Life Cycle Management Center anticipates issuing a solicitation to procure engineering services in support of the AN/USM-670 Joint Service Electronic Combat System Tester (JSECST) program to rehost the AN/ALQ-172 Test Program Set software (TPS) to the AN/USM-670. The primary purpose of this effort is to meet the requirements for engineering support and sustainment of the JSECST program during MC-130H TPS software rehost efforts. This includes analysis, problem investigation, problem resolution, regression, validation, integration testing, and delivery of Interface Test Adapter with associated cables. The Government intends to award a firm fixed price contract with a Period of Performance of 18 months after receipt of contract. There are no specification or qualification requirements available to the government. Additional information may be obtained from the AFLCMC/WNYCC program office. This requirement is not a Set-Aside. The proposed contract action is for supplies or services for which the government intends to solicit sole source to AAI Corporation under authority of FAR 6.302-1, Only one source is capable of satisfying the government's requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Solicitation is expected to be released on or around 25 April 2014, with a response due 30 days after issuance of a solicitation.
