Engineering Services: Public Safety Building HVAC Upgrade

The City of Cumberland, Maryland, is soliciting bids for project number 2022-11-PBLD to obtain engineering services for the HVAC upgrade of the Public Safety Building. The scope of work involves developing construction contract documents for the replacement of chillers, boilers, hot water heaters, and VAV terminals, as well as upgrading the ATC system, replacing air handling equipment components, and installing a gas detection and monitoring system. Additionally, the project includes the design of a new prisoner processing area and the cleaning and balancing of ductwork and diffusers. All designs must comply with Maryland Building Energy Performance Standards and ensure that 24/7/365 police and fire operations are maintained during construction. Bids must be submitted online via the Beacon portal by 2:00 p.m. on October 21, 2026, following a mandatory pre-bid session held on October 7, 2026. Proposals will be evaluated based on the consultant's understanding of the project and approach (20%), experience with similar work (20%), staff experience (20%), and project cost (40%). The contract will be awarded to the responsible and responsive bidder with the highest overall score. Required submissions include a certification of experience with at least three similar projects, resumes for key staff, a detailed narrative statement, and various legal affidavits and local preference certifications. The successful consultant will be paid a lump sum fee, with up to 85% paid upon submission to the City and the final 15% released upon approval of plans and specifications. The contractor must provide a proposal guaranty and a performance bond within ten calendar days of the award. Insurance requirements include Commercial General Liability of 1 million dollars per occurrence and 2 million dollars aggregate, as well as 1 million dollars for Commercial Auto and Excess Liability.
