The contract involves providing professional engineering services to assess and improve the Water Transmission Main System for the City of Watervliet, focusing on an 18-mile transmission line from Guilderland to Watervliet, including a holding reservoir in Colonie. The primary objective is to conduct a comprehensive study that identifies system deficiencies, aging infrastructure issues, and operational needs, ultimately producing a detailed report that prioritizes repairs and upgrades to prevent potential catastrophic failures. The study will serve as a foundational document to guide future infrastructure improvements, grant applications, and modernization efforts. The selected firm will review the transmission line and reservoir, recommend repairs, prepare cost estimates, and deliver draft and final reports, including electronic copies, within a nine-month timeframe. The project emphasizes collaboration with the General Manager to determine focus areas and priorities. It also incorporates specific subcontracting goals, including 10% for women-owned and minority-owned businesses, although it is not set aside for service-disabled veteran-owned firms. The contract is open to entities in Albany County and is part of a solicitation issued by the City of Watervliet, with a response deadline of April 16, 2024. The project aims to ensure the reliability and safety of the water transmission infrastructure through strategic assessment and planning, laying the groundwork for future upgrades and funding opportunities.
