The Florida School for the Deaf and the Blind has issued a notice of intent to enter into negotiations with TRANE U.S. INC. under solicitation number IN-26-171, following the receipt of fewer than two responsive bids for HVAC installation, maintenance, and repair services under NAICS code 72101511. This action is authorized under Florida Statute §287.057(6), which permits an agency to negotiate directly with the most qualified respondent when insufficient qualified proposals are submitted, and it is explicitly not a competitive solicitation or request for bids. The notice was posted on June 16, 2026, with a response deadline of June 19, 2026, and all inquiries must be directed in writing to Elizabeth Nimitz at nimitze@fsdbk12.org; phone calls are not accepted for this process. The services are performance-based within the state of Florida, though specific deliverables, timelines, pricing, and technical specifications are not detailed in this notice. Protests must be filed in writing within 72 hours of the Notification of Intent to Award, and a formal written protest, fully detailing the contested issues, must be submitted within ten days thereafter, governed by Florida Statute §120.57(3) and potentially requiring a Protest Bond as mandated by §28-110-005, F.S. Failure to comply with these procedural deadlines constitutes a waiver of rights under Chapter 120, F.S. No contract value, evaluation factors, or administrative requirements are provided here, as this document serves solely as an agency decision to negotiate rather than a full solicitation or award package.
