Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposal. However, all proposals received seven days after date of publication of this synopsis will be considered by the Government. The contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Development of a Simplified Method to Forecast Trips on Transit Projects The purpose of this effort is to provide to sponsors of transit projects proposed for New Starts and Small Starts funding a simplified method to predict the average number of weekday trips that would use the projects. The method must be able to distinguish trips on projects that would expand existing fixed-guideway systems from trips on the existing system. The method must address trips on heavy rail, light rail, commuter rail, streetcar, and bus-rapid-transit projects. The products must user friendly - application software, documentation of the method and its application, and training materials - so that project sponsors can apply the method appropriately. - Task 1. Identify and Screen Alternative Approaches The contractor and FTA staff will identify alternative approaches to the prediction of trips on fixed-guideway projects. The contractor will evaluate these approaches in dimensions identified by the contractor and FTA staff. FTA staff will select one or more approaches for development and testing. - Task 2. Prepare the Data The contractor and FTA staff will identify the existing fixed-guideway systems that will be used to develop and test the selected approach(es). For these systems, the contractor will assemble and prepare the necessary data, including the Census Transportation Planning Package (CTPP) from the 2000 decennial census, rider surveys, station locations, service characteristics, and any other data required by the selected approach(es). - Task 3. Develop the Application Software To support calibration and testing of the selected approach(es), the contractor will prepare an initial version of the application software. Software components will support the extraction of CTPP data from Census Bureau libraries, identification of worker flows that represent the travel markets served by individual fixed guideway systems, application of the simplified model for a specific project, and reporting of the forecasts in sufficient detail to enable careful inspection of the performance of the selected approach(es). - Task 4. Calibrate and Test Alternative Methods The contractor will use the data and the application software to calibrate the various parameters of the selected approach(es), adjust and refine the approach(es), and test their performance for individual projects. The contractor will meet regularly with FTA staff to review the progress, findings, and proposed adjustments as work on this task proceeds. At its conclusion, FTA staff with support from the contractor will identify the approach that will be packaged for distribution to project sponsors. - Task 5. Develop Procedure to Translate the Forecast to Future Years Because project-trip forecasts based on census-year worker flows reflect travel patterns in 2000, a method will be needed to translate those forecasts into future years. FTA may require project sponsors to prepare forecasts in the "current" year (when the forecast is made), the opening year (when the project is expected to begin revenue service), and a "horizon" year (15, 20, or 25 years in the future). The contractor and FTA staff will identify alternative approaches to translating the census-year forecasts into any of these future-year timeframes. FTA staff will identify the preferred method with support from the contractor. The contractor will implement this method in application software appropriate for distribution to transit agencies. - Task 6. Identify Adaptations to Data from the American Community Survey The continuous American Community Survey (ACS) has replaced the long form of the decennial census as the source of journey-to-work data. The ACS data differ from the long-form census data in its annual sample size, tabulation methods, suppression methods in response to privacy requirements, and possibly other ways. The contractor will identify differences between the long-form and ACS tabulations of journey-to-work information and recommend adaptations to the simplified forecasting procedure necessary to accommodate these differences. After approval by FTA, the contractor will make these adaptations to the method selected to predict trips on fixed-guideway projects. - Task 7. Prepare Application Software and User Documentation The contractor will refine the application software so that it is appropriate for use by transit agencies and their contractors. The contractor will prepare documentation of the simplified method and its application software components appropriate for use by transit agencies and their contractors. - Task 8. Prepare Training Materials The contractor will prepare materials to train staff from transit agencies and their contractors in the understanding of capabilities of the simplified method, the application of its software components, the interpretation of the results, and the potential interfaces with forecasts from conventional travel models. - Task 9. Support Implementation by Transit Agencies At the direction of FTA staff, the contractor will support work by individual transit agencies and their contractors to implement the simplified method, understand its performance, and interpret its results. Products - 1. Memorandum presenting alternative approaches to a simplified method, their advantages, and the likelihood of their success in meeting the performance requirements. - 2. Data library. - 3. Initial application software to support development and testing of the approach(es) selected for testing. - 4. Calibrated methods and test results for the approach(es) selected for testing. - 5. A method and application software to translate data-year forecasts to future years. - 6. A method and consequent adjustments to the simplified forecasting model needed to accommodate differences in data resources introduced by the ACS. - 7. Final application software and accompanying documentation appropriate for national distribution. - 8. Training materials. Period of Performance From the Notice to Proceed, 18 months for the entire scope of work with a deadline for national distribution of the simplified forecasting method at 12 months.

FTA Broad Agency Announcement (FY26) -- “Research Initiatives in Support of Safety, Accessibility, and Mobility in Public Transportation
Solicitation # 693195-26-BAA-0001
The Federal Transit Administration (FTA) Office of Research, Demonstration, and Innovation has issued Broad Agency Announcement 693195-26-BAA-0001 to solicit applied research projects aimed at enhancing the safety, reliability, efficiency, and accessibility of public transportation in the United States. This unrestricted solicitation is open to any responsible source, excluding Federal Government-owned businesses, and encourages teaming and collaboration. The program focuses on technology readiness levels 3 through 6, with a specific preference for proof-of-concept testing. Research topics include community connectivity, accessibility for automated vehicles, urban rail innovations, ferry safety, and transit safety data analytics. Individual awards are typically valued between $150,000 and $500,000 and may be structured as firm-fixed-price or level-of-effort term contracts. While cost sharing is not mandatory, projects that include transit operator partnerships and cost sharing are preferred. The selection process is a two-phased approach starting with a five-page concept paper and a one-page quad chart, followed by a formal proposal for invited offerors. Evaluation is based on technical merit, importance to agency programs, and cost, with technical factors weighted significantly higher than price. The response deadline has been extended to October 30, 2026. Awardees must comply with various Federal Acquisition Regulation clauses, including Section 889 prohibitions on certain telecommunications and video surveillance equipment. Key deliverables include periodic reports, annual research summaries for multi-year projects, and a final technical report, all of which must be submitted 30 days prior to the end of the performance period.
