Enterprise Document Management Platform & CEDMS Modernization

The Department of Defense, through the Defense Finance and Accounting Service, is conducting market research to develop an Enterprise Document Management Platform by leveraging cloud-native, platform-as-a-service capabilities via the Joint Warfighting Cloud Capability. The initiative aims to modernize the Corporate Electronic Document Management System and digitize approximately 1.5 billion legacy microfiche records to the FADGI 3-Star standard, generating preservation-quality TIFFs and searchable PDFs. The new system will be a multi-tenant, secure IL5-compliant Document Management System built on JWCC infrastructure, designed to replace outdated, siloed applications with a standardized data fabric capable of ingesting, processing, and managing documents from batch scanning, web uploads, and SFTP transfers. Optical Character Recognition technology will enable full-text search and automatic indexing, with access strictly controlled through Common Access Card authentication and a role-based model tied to site, organization, document category, and type. Data must be encrypted at rest and stored in a secure web-based repository. The platform is structured to evolve through phases: first ingesting and managing the legacy record corpus, then fully absorbing existing CEDMS functions including CEDMS-CDA and CEDMS-MSS, and ultimately serving as a scalable, enterprise-wide repository for future document systems.
