HQ AFSPC, Enterprise Solutions Directorate (ESD), Contracting Office, Peterson Air Force Base, CO intends to release a solicitation and to negotiate the continued EIS O&M Services to provide AFSPC EIS customers with NIPR and SIPR EIS capabilities and continued continuity with the Air Force Enterprise SharePoint Online Cloud effort. Therefore mitigating the risks associated with duplications of costs and efforts since the SharePoint online (SPO) data migration has been delayed beyond the current period of performance. The SharePoint Online cloud environment has been attempting to stand up for the last three years. The Government is solidifying the SPO final details for MAJCOM Organization SharePoint sites to migrate their data into. Array has been actively involved in the brainstorming, evaluating, writing, planning, testing, data assessment and site building in the SPO environment for over 2 years with the end effort to migrate NIPR SharePoint data to the SPO. Array is currently engaged in bi-weekly telecons with AFLCMC and all MAJCOMs to understand and embrace the new SPO environment. Array's knowledge-base is critical for the approaching AFSPC NIPR SharePoint data preparation, migration planning, migration and tweaking data and links when migration is complete for a successful transition for the Headquarters, NAF, Center, Wings, GSUs and Tenant units. An award of a follow-on contract is crucial to make this enterprise SPO "pathfinder" effort successful for the Air Force to solidify a cloud based environment is effective. The risk of losing Array's SPO knowledge-base would cause unneeded delays weakening this initial pathfinder effort hindering AFLCMC/HIB's momentum with this effort as a new incumbent would spend considerable time to ramp up to obtain the knowledge base and hands-on experience. Array Information Technologies Inc. (Array) has approximately1620 man hours over the last two (2) years invested in the preparation of the SPO data migration. An award of the AFSPC EIS follow-on contract will smoothly transition AFSPC's NIPR SharePoint data off our on premise environment and would eliminate all O&M support for this environment, saving the Government funding for O&M services for this effort. A. Background: This contract provides HQ AFSPC EIS Services. These services encompass, but not limited to, system administration, system operations, engineering services, training, application management and development, help desk, O&M, migration support, Information Awareness compliance support on NIPR and SIPR environments, as applicable, to support AFSPC SharePoint, Task Management Tool and SPO Cloud environment for the whole Command and tenant units. The SPO data migration was estimated to be accomplished during the current contract period of performance. Due to multiple delays in solidifying the final details and ability to migrate the data, the migration was unable to take place, therefore causing need for a logical follow-on to complete the SPO data migration and implement fixes after the migration to ensure no issues have occurred during and after the migration.
