This contract pertains to an amendment for Solicitation Number 693JK419R500005, focused on the Enterprise IT Shared Services (EITSS) initiative managed by the Department of Transportation. The key update involves an extension of the deadline for submission of Past Performance Questionnaires (PPQs) due to complications arising from a partial government shutdown. Specifically, the PPQ submission deadline has been extended by one week, moving from February 5, 2019, to February 11, 2019, at noon EST. Importantly, the deadline for proposal submissions remains unchanged at January 22, 2019, and no further proposals are accepted beyond that date. The amendment also addresses an administrative oversight regarding the omission of Standard Form 30 in previous amendments, providing an attached spreadsheet to document all actions taken in relation to the solicitation. The procurement is governed under NAICS code 541513 and is handled through the Department of Transportation office located in Washington, D.C. Contact information is provided for key personnel managing the contract, including Contract Specialist Steven Budd and Senior Contract Specialist Tracy Hanks. This amendment ensures that government personnel have sufficient time to complete the PPQ process without affecting the original proposal submission timeline.

General Info

Amendment extends PPQ deadline to February 11, 2019; proposal deadline unchanged January 22, 2019.

AI Partnership & Exchange for Tech Leaders (APEX)The U.S. Embassy Riyadh Public Diplomacy Section is seeking applicants through a cooperative agreement to implement the AI Partnership & Exchange for Tech Leaders (APEX), a program designed to build lasting professional connections between emerging Saudi AI leaders and U.S. experts in technology, business, and academia. The initiative targets Saudi nationals aged 20 to 30 who are currently enrolled as undergraduate, graduate, or post-doctoral students or recent graduates in AI-related fields such as data science, robotics, or machine learning, with fluency in English and demonstrated leadership potential. Applicants must submit three detailed budget scenarios for cohorts of 12, 16 (primary), and 20 participants, ensuring program quality while demonstrating cost-effectiveness at varying scales. The program is structured into three phases: a virtual and in-person preparation phase in April 2027 featuring an online application portal, a virtual hackathon to select participants, and training in leadership and cross-cultural communication; a two-week in-person exchange in the United States in July 2027 including visits to tech hubs and universities, participation in a major AI summit, networking events, and cultural activities, followed by three months of bi-weekly virtual mentorship with U.S. professionals; and a follow-on capstone summit in Saudi Arabia around January 2028, where participants will present their AI projects to local tech communities, government officials, and investors, potentially aligned with major Saudi AI events. The awardee must demonstrate organizational capacity, program innovation, budget efficiency, and a robust monitoring and sustainability plan, with evaluation weighted at 15, 15, 15, and 10 points respectively out of a total of 55 points, using a best-value trade-off approach rather than lowest-price selection. Proposals must include a 20-page narrative, SF-424 series forms, a budget justification narrative, one-page CVs for key personnel, letters of support from partners, a Negotiated Indirect Cost Rate Agreement if applicable, official permission letters, and a history of prior similar work, all submitted electronically via grants.gov by September 8, 2026, in English with specified formatting requirements. The program falls under the NAICS code 541513, is funded through U.S. Department of State Smith Mundt Public Diplomacy funds with a ceiling of $250,000, and requires compliance with 2 CFR 200, trafficking in persons provisions

TBIPS - Implementation and Deployment of Cloud Analytics SolutionsThe Directorate Joint Defence Cloud Program (DJDCP) is seeking informatics professional services to support the Department of National Defence and Canadian Armed Forces in advancing secure, innovative, and responsible cloud adoption. The contract, solicited under W6369-24-P5PN, focuses on the implementation and deployment of cloud analytics solutions, requiring contractors to provide hands-on technical expertise in designing, implementing, migrating, and managing cloud environments across the DND/CAF IT infrastructure. Work is performed remotely or at government sites within the National Capital Region, with all services delivered through task authorizations under a supply arrangement that functions similarly to an IDIQ mechanism. Contractors must support digital transformation initiatives by replacing legacy on-premises IT systems with modern, cloud-based services, including developing and deploying cloud architectures, APIs, and security solutions that meet stringent federal requirements. All personnel must hold appropriate security clearances—SECRET for those handling classified or protected information, or RELIABILITY STATUS for lower-risk roles—and must be Canadian citizens or permanent residents. Contractors are required to maintain a SECRET-level facility clearance and are strictly prohibited from storing, processing, or transmitting protected data on unclassified systems or personal devices. Technical proposals must demonstrate proven experience in cloud adoption, public cloud initiatives, and partnerships with Government of Canada-approved cloud service providers, with scoring based on past performance, technical expertise, and cloud analytics capabilities. The evaluation is based on a trade-off approach where technical merit accounts for 90% of the score and price for 10%, with award going to the highest combined score. Mandatory certifications include compliance with the Federal Contractors Program for Employment Equity, accurate representation of personnel qualifications, disclosure of resource allocation across multiple contracts, and submission of a Certificate of Independent Bid Determination to ensure bid integrity. All submissions must follow strict formatting guidelines, be delivered electronically or physically by the deadline, and include eight required attachments covering corporate credentials, pricing, references, and compliance documents, with no page or word limits specified.

Child Support Lien NetworkThe District of Columbia Attorney General’s Office is forecasting a contract opportunity under the Child Support Lien Network to facilitate matches between insurance claims and child support obligations. The initiative aims to improve enforcement by identifying insurance payments—for example, from personal injury settlements, workers’ compensation, or other claims—that may be subject to liens for unpaid child support. This effort will enhance the ability of child support agencies to intercept funds that should otherwise be used to fulfill financial parental responsibilities, ensuring more consistent and timely support for children. The system will likely involve data sharing and automated matching protocols between state child support enforcement units and insurance entities to detect and act on eligible claims efficiently. No solicitation number or NAICS code has been specified, and the forecast indicates the opportunity is being previewed for potential vendors or contractors who may develop or support the technological infrastructure required to enable these matches. The performance location and detailed scope of work have not yet been defined, but the initiative is expected to integrate with existing state and federal enforcement systems. Interested parties should monitor the official portal for upcoming solicitation details, as this forecast signals an upcoming procurement to modernize and strengthen child support collections through improved data linkage and automated lien enforcement capabilities.
