Notice of intent to sole source the Enterprise Risk Assessment Project: The US Forest Service intends to negotiate a sole source contract with MacGregor Bates, Inc. MacGregor Bates, Inc. is the sole source provider for consulting services working in collaboration with RMRS to develop a framework and key processes to initiate the non-financial ERA for the USFS. Contractor will provide consulting services related to risk management best practice and programmatic implementation. Contractor will also provide consulting services on climate change, disturbance processes, and decision science and their impacts on enterprise risk assessments. Consultation will occur from September 1, 2016 through December 31, 2017. Consultation will occur remotely at contractor's office with 2-5 face to face meetings over the course of the contract at locations to be determined. This Notice of Intent is not a request for competitive proposals. No solicitations documents are available and telephone requests will not be honored. Any responsible source who believes it is capable of meeting the requirement may submit a capability statement. This information will be reviewed by the Government technical representative for consideration for future requirements. Information must be sent to the Contracting Officer, USDA Forest Service, Rocky Mountain Research Station (RMRS), Contracting, 240 West Prospect Road, Fort Collins CO, 80526, via e-mail to jbrandt@fs.fed.us. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Forest Service will proceed with the sole source negotiation with Oppenheimer Development Corporation.
