This is a sources sought announcement for an entrapment area access control system at Keesler Air Force Base in Biloxi, Mississippi, aimed at conducting market research to identify capable vendors. The notice does not constitute a solicitation, nor does it obligate the government to issue a contract; responses are neither offers nor binding, and no payments will be made for submission costs. Interested parties must submit a written statement by 3:00 PM CST on May 11, 2026, to two designated government email addresses, including their company name, address, phone number, point of contact, CAGE code, size status, and confirmation of U.S. or foreign ownership. Crucially, respondents must certify in writing that they can fully comply with the technical requirements outlined in the Statement of Work, including delivering and installing hardware such as two keypads, two proximity access card scanners, 25 programmable access cards, balance magnetic switches, exit buttons, and a standalone computer system with no internet, Wi-Fi, Bluetooth, or camera connectivity. The system must enforce dual-factor authentication for entry, maintain a fail-safe design that opens doors during power loss, provide four hours of battery backup, and support 24/7 remote technical support with a 24-hour on-site response time, along with semi-annual preventive maintenance. All submissions become government property, and failure to respond does not preclude future participation should a solicitation be issued. Compliance with Air Force Instruction AFI 10-207 is mandatory, and no formal contract clauses, pricing data, evaluation weights, or payment terms are included in this notice, as it serves solely to gather market information. The place of performance is Building 4330, Room 143, and the contracting office is the 81st Contracting Squadron under the Department of Defense.
