The contract involves procuring a high-resolution, orthorectified provincial satellite imagery mosaic for the Government of Alberta, specifically managed by Alberta Environment and Protected Areas (EPA). This project supports the need for up-to-date geospatial data to assist government decision-making in areas such as regulatory oversight, planning, emergency response, and maintaining government services, addressing ongoing landscape changes due to both economic activities and natural events. Since 2005, EPA and other government entities have relied on 1.5-metre resolution SPOT6 satellite imagery for these purposes. The purpose of this solicitation is to select a contractor to deliver a mosaic using the best quality imagery from their library acquired throughout 2025, ensuring the dataset remains current and reliable. The contract allows for the possibility of multi-year agreements (ranging from two to three years) contingent upon funding, pricing, and proposals offered by the contractor. This approach permits continuous image collection, selection, processing, and delivery across several years as separate phases. Additionally, the contract includes two optional twelve-month extensions to acquire future provincial mosaics, although these extensions are not guaranteed and will be determined by the Province based on factors such as product suitability, business needs, budget availability, and contractor performance. The solicitation was posted in late January 2026, with proposals due by mid-February 2026, and is overseen by the contract authority at EPA.

Full Description

The provincial satellite imagery mosaic project addresses the critical need for current, high-resolution imagery to support decision-making across the Government of Alberta (GoA). Continuous landscape changes driven by economic development and natural events require timely imagery to update geospatial datasets, maintain government services, and support regulatory, planning, and emergency response functions. Since 2005, Alberta Environment and Protected Areas (EPA), in collaboration with other departments, ministries and/or government agencies, has procured annual high resolution provincial satellite mosaics to support geospatial dataset updates and informed decision-making. Currently, EPA and the GoA use 1.5-metre, colour and false-colour SPOT6 satellite imagery as the foundation for these data updates and decision-making processes. The purpose of this RFP is to select a contractor to provide a tiled, orthorectified, provincial satellite imagery mosaic using highest-quality imagery available from the successful contractor’s library, acquired during 2025. If feasible, project partners (departments, ministries, or other government organizations) may opt for multi-year agreements (2-3-years) where the contractor collects imagery, selects the best available images, processes the mosaic, and delivers it in subsequent years as separate project phases. Multi-year participation will depend on available funding, contract pricing, and contractor-proposed options. The RFP also includes two (2), optional, twelve (12) month contract extensions for future provincial mosaics. Extensions are not guaranteed and will be at the Province’s discretion, based on the continued product suitability, business needs, funding availability, and contractor performance.
