Environmental Analytical Services

The State of Connecticut Department of Administrative Services is soliciting bids for Environmental Analytical Services under solicitation number 26PSX0023, with a response deadline of August 4, 2026. The contract, effective from November 1, 2026, through October 31, 2029, requires contractors to provide comprehensive laboratory analysis across a broad spectrum of environmental matrices including drinking water, surface water, groundwater, wastewater, saline water, soil, sediment, sludge, air, biological tissue, hazardous waste, and other solid or liquid waste streams. Essential services include acute and chronic toxicity testing for effluents and environmental samples, hazardous waste characterization, and analysis of emerging contaminants such as per- and polyfluoroalkyl substances (PFAS). All testing must adhere strictly to federal and state regulatory methods including EPA SW-846, 40 CFR Part 136, drinking water standards, and PFAS-specific protocols, with full compliance to certification requirements by the Connecticut Department of Public Health Environmental Laboratory Certification Program. Contractors must furnish all required sampling supplies, preservatives, containers, labeling, shipping materials, and chain-of-custody documentation at no additional cost, while the Client Agency supplies coolers and ice during field activities; contractors are responsible for coolers and ice during transportation from pre-arranged pickup points. All work must minimize environmental impact throughout packaging, transport, use, and disposal. Contractors must perform all chemical and physical analyses in-house without subcontracting, maintain current laboratory certifications and accreditations, and ensure all personnel are trained and medically monitored under OSHA 29 CFR 1910.120 for hazardous waste operations. Compliance with the Americans with Disabilities Act, federal debarment prohibitions, and Connecticut labor laws is mandatory, as are representations regarding workers’ compensation, unemployment taxes, vehicle registrations, and tax obligations. Pricing is fixed for the initial three-year term based on detailed, Excel-formatted schedules (Exhibit B Schedules 1–6) covering specific analytical methods and miscellaneous costs such as sample disposal, courier services, and specialized sampling kits; annual price adjustments after year three may be made only based on the BLS Producer Price Index for Testing Laboratories. Payment terms require submission of detailed invoices after service acceptance, with standard payment within 45 days and accelerated payment within 25 days for certified small or minority business enterprises.
