Thirty-one Orange County cities have executed agreements with the County to provide pollution response support when additional technical expertise or resources are needed. The contracted provider must deliver both emergency and non-emergency environmental cleanup services under County direction. Emergency responses require rapid confirmation of resource availability within 10 minutes, deployment of a field supervisor within 30 minutes, and full mobilization within 90 minutes unless otherwise agreed. Typical responsibilities include containment, removal, high‑pressure cleaning, confined‑space entry, hazardous materials handling, waste recovery, trauma scene remediation, incident command support, and compliance with all safety and environmental regulations.
