SACOG serves as a Joint Powers Authority (JPA) of city and county governments in El Dorado, Placer, Sacramento, Sutter, Yolo and Yuba counties. As the only public agency with members from all 28 jurisdictions in the greater Sacramento region, SACOG plays a unique role as the place where local governments can come together to take on critical issues facing the region and to tackle problems that are too big for any one jurisdiction to solve on its own. SACOG is tasked by state and federal law with long-range planning for the region but also plays an important role in working with local partners to advance more immediate solutions to some of the region's shared challenges of transportation, housing, air quality, climate change and the protection of the region's agricultural and natural resources. Starting with the development of the 2025 Blueprint, SACOG has committed to three strategic goals of equity, economy, and environment. The agency serves as the region's federally designated Metropolitan Planning Organization (MPO) and plays a dual role in leading long-range planning and investing in near-term transportation solutions in partnership with local jurisdictions. SACOG is also the State of California designated Regional Transportation Planning Agency (RTPA) for the counties of Sacramento, Yolo, Sutter and Yuba. As designated by the State of California, Placer and El Dorado counties serve as Regional Transportation Planning Agencies (RTPAs) for those counties and are responsible for their state-level transportation plans. SACOG, functioning as the RTPA for Sacramento, Sutter, Yolo, and Yuba counties, collaborates with Placer County Transportation Planning Agency (PCTPA) and El Dorado County Transportation Commission (EDCTC) to maintain consistency across county plans and the broader regional framework. SACOG, designated by the Federal government as the MPO, oversees the regional transportation plan for the Sacramento region. SACOG must complete regular updates to the MTP/SCS in coordination with local government agencies including all six counties, 22 cities, transit operators, the local Caltrans District (District 3), and others. For the 2025 Blueprint (MTP/SCS) adopted in November 2025, SACOG prepared a Program Environmental Impact Report (PEIR) in accordance CEQA. As a program-level document, the certified PEIR analyzed the cumulative effects of proposed actions, as well as transportation improvements and land use development for the planning horizon of 2050. Additionally, the 2025 PEIR identified strategies to avoid or mitigate those environmental impacts, where feasible. It also provides the basis for further project-level CEQA compliance for the implementation of future projects. In accordance with Appendix G of the State CEQA Guidelines, the PEIR analyzed the following environmental factors: Aesthetics, Agriculture Resources and Forestry Resources, Air Quality, Biological Resources, Cultural Resources, Geology/Soils, Greenhouse Gas Emissions and Energy, Hazards and Hazardous Materials, Hydrology and Water Quality, Land Use and Planning, Mineral Resources, Noise and Vibration, Population, Employment, and Housing, Public Services, Recreation, Transportation, Tribal Cultural Resources, Utilities and Service Systems, and Wildfire. The PEIR is available on SACOG's website: https://www.sacog.ca.gov/planning/2025-blueprint/2025-blueprint-plan . Current Federal and State legislation mandate long range transportation planning be done every four years. For the 2025 Blueprint, SACOG received legislative authorization through Assembly Bill (AB) 350 (Aguiar-Curry) to extend the (MTP/SCS) schedule, which moved the plan adoption date from 2023 to fall 2025. AB 350 did not change SACOG's original plan cycle, and four years after the scheduled 2023 MTP/SCS is fall 2027. SACOG is now preparing an interim, technical update to the 2025 Blueprint to be completed by the end of 2027. The 2027 technical update to the 2025 Blueprint carries forward the projects, programs, and policies included in the 2025 Blueprint. The technical update will limit adjustments to reflect current conditions without revisiting core assumptions or the PEIR. SACOG is seeking on-call consulting services from the selected consultant(s) to provide services required for the environmental compliance for the 2027 technical update to the 2025 Blueprint. The contract will be an On-Call Professional Services agreement between SACOG and the selected consultant(s) for a two-year term with an option to extend the contract for three years, contingent upon SACOG budget and need for services. One or more consultant firms may be awarded depending on experience and expertise. Proposals should demonstrate that the firm or team submitting the proposal has strong knowledge and extensive relevant experience of CEQA, regional planning, and previous MTP/SCS or RTP/SCS PEIRs, technical analysis and services relevant to programmatic analysis, and preparing addenda or supplemental EIRs for previously certified CEQA documents. Familiarity with preparing large-scale PEIRs, preferably within the SACOG region, and in-depth knowledge of the region is preferred but not required. A tentative timeline of SACOG's 2027 Blueprint update to the 2025 Blueprint process is provided in Attachment H.
