Environmental Consulting

The St. Tammany Parish Government is soliciting proposals for environmental consulting services to support the Department of Utilities. The scope of work focuses on regulatory management, potable water compliance, and wastewater treatment compliance for various water systems and plants. The initial contract term is set for January 1, 2027, through December 31, 2027, with the option for four additional one-year renewals. Award will be granted to the single proposer with the highest point total based on a scoring matrix that evaluates proposer qualifications, experience, personnel, and overall costs and fees. Proposers must submit a comprehensive package including a cover letter, technical response, project schedule, and a financial proposal via Attachment A. Required documentation also includes resumes for key personnel, five public jurisdiction references, and a notarized acknowledgment and waiver. The selected provider must adhere to strict regulatory standards, including the Clean Water Act and the Energy Policy and Conservation Act, and must meet specific insurance and fidelity bond requirements. Payments are processed monthly within approximately thirty days of invoice approval, provided the invoice includes the necessary Parish purchase and work order numbers.
