The Defense Logistics Agency (DLA) - Energy planned to issue a Request for Proposal (RFP) for environmental document preparation services supporting Department of Defense petroleum storage facilities across the U.S., its territories, and select international locations in the Pacific, European, and Middle East regions. The contract aimed to focus primarily on Environmental Conditions of Property assessments, especially Environmental Baseline Surveys following ASTM standards. Approximately 5 to 15 surveys per year were estimated, with additional environmental compliance documentation potentially required, such as Spill Prevention Control and Countermeasures Plans and Facility Response Plans. The solicitation was set as a partial small business set-aside, dividing competition evenly between small businesses and full and open categories, with expectations for multiple awards over a four-year base period. Targeted small business categories included 8(a) firms, Women-Owned Small Businesses, HUBZone businesses, and Service Disabled Veteran-Owned Small Businesses, under NAICS code 541620 with a size standard of $15 million. The evaluation process was to follow a tradeoff approach under FAR guidelines. A pre-proposal conference was planned to be held at DLA headquarters in Fort Belvoir, Virginia, with announcements and updates to be posted on FedBizOps. Although this solicitation was later canceled, the initial notice indicated thorough federal oversight and opportunities aimed at involving a diverse range of qualified small businesses in environmental compliance support services for military fuel storage infrastructure.
