Environmental Management Services

The Fort Monroe Authority is soliciting proposals for non-professional Environmental Management Services to be provided on an as-needed basis at Fort Monroe, Virginia. The scope of work encompasses a broad range of services, including on-site investigations, sampling, laboratory testing, and the preparation of abatement designs and clearance certifications for asbestos, lead, and mold. Additionally, the selected contractor will administer the residential Lead-Asbestos-Mold Program (LAMP), provide environmental training for personnel, and prepare Environmental Impact Reports in compliance with EPA RCRA guidelines and Virginia DEQ procedures. Performance requirements include strict response times, with onsite service requests requiring a response within 24 hours and emergency requests within 4 hours. The contract allows for an initial term with the possibility of three successive one-year renewals and a potential 90-day phase-out period. Award selection will be based on a negotiation process with qualified offerors, with a specific preference for DSBSD-certified micro businesses for awards up to 10,000 dollars. Proposals must be submitted as a single PDF via eVA and include specific documentation such as the RFP submittal sheet, a Small Business Subcontracting Plan, and a detailed Offeror Qualifications Form. Contractors must adhere to strict compliance standards, including anti-discrimination laws, the Virginia Public Procurement Act, and the protection of personally identifiable information. Payment terms are set at 30 days following invoice or delivery.
