Environmental Node Instrumentation for Acoustic data Collection (ENIAC) System

The Naval Supply Systems Command Fleet Logistics Center Norfolk is soliciting a single Environmental Node Instrumentation for Acoustic data Collection (ENIAC) system under a total small business set-aside, designated as NAICS code 334290, using simplified acquisition procedures and a firm-fixed-price contracting approach. The ENIAC system must include hydrophone recorders, sensors, buoys, transponders, and dedicated laptops, and must meet stringent technical specifications including a maximum deployment depth of 2000 meters, operation within -10 to +50°C, self-noise better than sea state 0 between 100 Hz and 2 kHz, titanium or plastic non-oil-filled enclosures, and user-replaceable standard alkaline batteries. Data must be recorded in .wav format with real-time streaming capability via Ethernet or RS-series interfaces, downloaded at speeds exceeding 40 Mbytes/second over high-speed USB, and synchronized using an external GPS feed. All components must be marked with machine-readable two-dimensional data matrix symbology compliant with ISO/IEC 16022 ECC200, conform to MIL-STD-130 for U.S. military property identification, and be shipped in original sealed containers per MIL-STD-129. The system is intended to replace aging equipment at the Naval Oceanographic Office in Stennis Space Center, Mississippi, with delivery required nine months after contract award, despite an initial mention of a 60-day timeline that has been formally amended.
