Environmental Proficiency Testing

Note: this requirement was previously listed as a sources sought notice on FBO.gov under number FA8224-16-T-0022, Environmental Proficiency Testing. The Ogden Air Logistics Complex (OO-ALC), Specialized Contracting Office (PZIMB), intends to negotiate with AIHA Proficiency Analytical Testing Programs LLC (AHIA PAT Programs), Falls Church, Virginia, on a sole source basis under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, to acquire services for Annual Certification of the Environmental Proficiency Testing for Asbestos, Paint, Soil, Dust Wipe, and Metal. Under the contemplated service contract, AHIA PAT Programs will provide services to support OO-ALC in the annual certification of the environmental proficiency testing for asbestos, paint, soil, dust wipe, and metal. Interested parties that believe they could satisfy the stated service requirements may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. Interested parties must comply with the following: State of Utah Environmental Quality, Air Quality Administrative Code for Asbestos - R307-801-10(8). (8) Analysis of samples shall be performed by: (a) Persons or laboratories accredited by a nationally recognized testing program such as the National Voluntary Laboratory Accreditation Program (NVLAP), or (b) Persons or laboratories that have been rated overall proficient by demonstrating passing scores for at least two of the last three consecutive rounds out of the four annual rounds of the Bulk Asbestos Proficiency Analytical Testing program administered by the American Industrial Hygiene Association (AIHA) or an equivalent nationally- recognized inter laboratory comparison program. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
